TPA approval means that, once the President submits a trade agreement to Congress, it must hold an up or down voter within 90 legislative days with no amendments allowed.

Abstract

Republicans say Obama has failed to show leadership in conducting private negotiations and lobbying with Republicans and Democrats on the content of TPA, thereby making it harder to get a TPA done in time.

Richard Katz is Senior Fellow at the Carnegie Council for Ethics In International Affairs, the New York correspondent for Weekly Toyo Keizai, a leading Japanese business magazine, and formerly the editor of The Oriental Economist Report, a monthly newsletter on Japan.
